    Jujuy lanzó un sistema de franquicias para la producción privada de cannabis medicinal

    El gobierno provincial instalará invernaderos automatizados comprados en China, que podrán ser usados por empresas.

    Jujuy avanza con su intención de convertirse en referente en la producción de cannabis medicinal en la región. Hace poco más de dos años inauguró el primer laboratorio autorizado del país para producirlo, Cannava. 

    La empresa estatal ya lo comercializa en farmacias de las provincias. Ahora el gobernador y precandidato presidencial Gerardo Morales lanzó un sistema de franquicias biotecnológicas para la producción privada del cannabis medicinal.

    En la Legislatura jujeña indicó que quiere convertir a la provincia en un hub tecnológico “estable y confiable” para la cadena internacional de suministro de cannabis medicinal de grado farmacéutico. En esa línea, construirá un parque de incubación de unidades productivas privadas.

    El sistema, dijo, es una franquicia agrotecnológica y apunta a cumplir con los “más exigentes” estándares de calidad en línea con los requerimientos de la industria a nivel internacional, siguiendo los manuales que la provincia desarrolló en la experiencia que comenzó en 2018.

    El parque de incubación tendrá 70 hectáreas y será un “campus productivo moderno” en el marco del complejo de biotecnología que la sociedad estatal tiene en la finca El Pongo. El diseño contempla la instalación de 66 unidades productivas, de las cuales se estima que, al menos, 40 se pongan en marcha este año. 

    Cada unidad es un invernadero tecnificado y automatizado, de 2500 metros cuadrados, con capacidad para la producción de cerca de 2000 plantas por ciclo (tres o cuatro anuales). 

    La provincia instalará 40 invernaderos ya comprados en China y toda la infraestructura tecnológica asociada, también proveniente de ese país. Por el momento, el gobierno jujeño no dio los datos de la inversión total que hará.

    La empresa estatal establecerá los procedimientos operativos estándar, que son ni más ni menos que los manuales de calidad y de operación que cada titular de una licencia de “operación” deberá respetar a lo largo del tiempo, siguiendo la lógica de la estrategia de aseguramiento de la calidad que implementa la empresa estatal. 

    Estos manuales son el resultado de estos años de aprendizaje y puesta a punto de los modelos tecnológicos y productivos, apuntando a los niveles de excelencia que exige el mercado de biofármacos en Europa.

    Cada unidad productiva deberá producir un mínimo de kilos de materia vegetal por año, y deberán cumplir con rigurosos estándares de calidad, desde valores microbiológicos aceptables en virtud de valores de farmacopeas internacionales hasta cuestiones como el calibre y el nivel de cannabinoides y terpenos de cada lote.

    Para otorgar las licencias de operación, el gobierno jujeño hará una convocatoria pública provincial y nacional. Las solicitudes serán evaluadas en términos económicos y técnicos y habrá contratos de abastecimiento para cubrir la demanda de Cannava.

    Para Morales es la manera de ir a la “inserción del sector privado en un sistema de producción de cannabis medicinal de alto nivel”. Desde el gobierno indicaron a La Nación que podrían haber optado por aumentar la producción de la empresa estatal, pero decidieron “abrir la puerta al privado nacional para insertarlo a un nuevo mercado al que la provincia apostó desde sus cimientos, cuando este no existía”.

    La proyección es que cada unidad productiva emplee entre siete y 10 trabajadores directos, con lo que en una primera etapa serían 400 nuevos puestos. Calculan que la capacidad de facturación anual de este sistema rondará los US$20 millones, “convirtiéndose en una alternativa real para la diversificación de la matriz productiva de la provincia y la región”.

    Ante los legisladores, Morales indicó que ya está en desarrollo un plan maestro de mejoramiento genético y de cultivo de tejido celular in vitro, para tener una escala biotecnológica que garantice las “mejores genéticas y los plantines más sanos”. Sostuvo que ese esquema será replicable a otras plantas medicinales o con fines alimenticios.

    La situación de Mendoza

    Mendoza pidió la semana pasada a la Nación que apure la reglamentación de la ley para impulsar la industria del cannabis. La responsable de la Unidad de Control de Cannabis, Virginia Coraglia, se reunió con los encargados de la Agencia Regulatoria de la Industria del Cáñamo y del Cannabis Medicinal (Ariccame).
