    Criadores de genéticas se juntan para armar una Cámara de Obtentores

    El objetivo central del espacio será el de agrupar los reclamos del sector.

    Crearon la Cámara de Obtentores de Cannabis en Argentina para agruparse, hacer solicitudes y formar parte de la reglamentación actual vigente en el país que regula la planta.

    La presidenta de la flamante Cámara de Obtentores del Cannabis será Lúcia de Souza Madeira quien estará acompañada por los criadores Facundo Meligene, Adriana Funaro, Ariel de, Jesús Tarsitani, Juan González Pena, Santiago Brest y Fernando Ángel Diez.

    Los obtentores son aquellas personas físicas o jurídicas que se dedican al entrecruzamiento de distintas variedades o especies vegetales para crear una nueva que cumpla con los estándares internacionales. 

    Sobre el rol que cumplirá la Cámara de Obtentores del Cannabis la criadora aseguró que el cannabis está en una situación distinta a las demás reglamentaciones porque “no es como en otros casos que el Estado es el que sabe de la actividad, o la conoce y a partir de ese conocimiento la regula”.

    Madeira afirmó que en este caso se da al revés porque a partir del prohibicionismo, la actividad surgió de la clandestinidad y los actores fueron los que empujaron la legalización.

    “Es muy necesario que los actores de todo el proceso intervengan en la reglamentación, la semilla es la esencia, el principio de todo, sin semilla no hay actividad, entonces hay que preservar a los cultivadores a los obtentores, preservar y apoyar el desarrollo de nuevo germoplasma argentino para poder exportar semillas al mundo y que no sea al revés”, explicó.

    La presidenta de la Cámara indicó que cuando se crea una variedad el objetivo es “su inscripción en los registros de propiedad varietal o en el de comercialización donde la variedad debe ser distinta, homogénea y estable”.

    Lúcia, creadora de la genética Polaris y Dr.West, registrada en el Instituto Nacional de Semillas (INASE), afirmó que existen obtentores de todas las especies vegetales y tienen derecho a cobrar regalías por el uso de esa variedad.

    “En algún momento se espera que el cannabis y más aún el cáñamo sea un commodity como lo es el trigo, la soja y muchas otras especies”, agregó Madeira e indicó que la planta tiene mucho por avanzar ya que las variedades nuevas pueden aportar nuevos cannabinoides o combinaciones de cannabinoides distintos.

    Reclamos a la ARICCAME

    Desde la Cámara de Obtentores detallaron que entre los reclamos a la Agencia de Cannabis en Argentina (ARICCAME) está una nueva reglamentación de la ley 27669 que crea el marco regulatorio de la industria del Cannabis y el Cáñamo en Argentina. 

    “El decreto solo crea licencias dejando a la ARICCAME establecer los requisitos que deben cumplir cada una de esas licencias. En este sentido se avanzó más desde el INASE y el Ministerio de Salud que desde la propia agencia”, indicó Lúcia.

    La cultivadora explicó que los organismos antes mencionados vieron la necesidad de los usuarios medicinales, de los productores de genéticas y “generaron resoluciones para abrir el camino”. 

    “Si no fuera por estos organismos el autocultivador aún seguiría en la clandestinidad, el paciente también, no tendríamos genéticas inscriptas ni la posibilidad que tienen los pacientes inscriptos en el REPROCANN de comprar semillas y esquejes para cultivar su propia medicina”, detalló la criadora.

    En ese contexto, desde el nuevo espacio insistieron en la necesidad de que la Agencia debe avanzar con su procesos de manera urgente, sencillo y “sin burocracias”.

    Madeira señaló también que se pedirá un fuerte respaldo a los obtentores nacionales y aranceles de licencias accesibles para que se impulse la industria nacional del cannabis y el cáñamo.

    “Si se exige a los extranjeros nacionalizar sus genéticas a través de una empresa nacional pueden generar ingresos al país por exportación de germoplasma de calidad sea en semilla, esquejes o flores y podemos pasar a ser exportadores de alta calidad”, explicó la presidenta de la Cámara.

    La criadora apuntó que también hay productores y reproductores que llevaron adelante grandes inversiones que, en caso de que no haya un impulso sobre lo nacional, se verán imposibilitados de seguir invirtiendo.

    Por otro lado, la Cámara de Obtentores de Cannabis solicitó que se avance en el registro de las semillas presentadas por los cultivadores ante el INASE y señalaron que para ello es necesario que la nueva administración del organismo designe más ingenieros agrónomos para evaluar los registros de cannabis y más fiscalizadores.

    “Solo hay un funcionario en cada área que obviamente no llega a atender todas las solicitudes a pesar del gran esfuerzo y empeño que ponen para tramitar los expedientes y las consultas e inquietudes que se presentan en cada uno”, afirmaron.

    La creación de la Cámara se da en un contexto en el que la ARICCAME quedó en un limbo por el cambio de gobierno nacional que deja en pausa la continuidad de los procesos iniciados.

My blog has a lot of completely unique content I’ve either authored myself or outsourced but it appears a lot of it is popping it up all over the web without my permission. Do you know any methods to help reduce content from being ripped off? I’d definitely appreciate it.

      This design is steller! You most certainly know how to keep a reader entertained. Between your wit and your videos, I was almost moved to start my own blog (well, almost…HaHa!) Wonderful job. I really enjoyed what you had to say, and more than that, how you presented it. Too cool!
