    Nuevas categorías en INASE: A quiénes alcanza y qué establecen

    El INASE amplía así las categorías destinadas para la producción y el comercio de materiales de multiplicación de la planta de cannabis.

    Por medio de la resolución 653/23 publicada este miércoles en el Boletín Oficial, el Instituto Nacional de Semillas (INASE) decidió ampliar la cantidad de categorías en el Registro Nacional de Comercio y Fiscalización de Semillas (RNCyFS) destinadas a la producción y el comercio de materiales de multiplicación de cannabis. Así, se suman las categorías B, E y K.

    Desde el organismo nacional explicaron que la medida se da como respuesta a la creciente demanda de material de cannabis legal y para así garantizar la trazabilidad. Además, indicaron que los operadores se podrán inscribir en varias categorías.

    En el comunicado se señala que todo operador que se inscriba en el RNCyFS en una categoría habilitada para la multiplicación y comercialización de producción de material de propagación de Cannabis “deberá declarar expresamente su intención de desarrollar su actividad con la referida especie”.

    El ingeniero agrónomo perteneciente al Grupo Interdisciplinario de Cannabis de INASE, Guillermo Correa Tedesco, explicó que el objetivo de la medida es aumentar la disponibilidad de material de propagación, sean semillas, esquejes o plantines, para lograr un menor costo unitario y mayor calidad del producto.

    “Un operador de cannabis que comercializa semillas puede inscribirse en varias categorías, siempre y cuando cumpla con los requisitos de cada categoría del registro de establecimientos de INASE”, aseguró Tedesco.

    Por otro lado, la normativa publicada en el BO establece que ninguna categoría, excepto la “H”, “tendrá permitido comercializar ni acopiar derivados que no sean material de propagación”.

    Las 6 categorías de INASE

    • A – CRIADERO. Es aquel dedicado al fitomejoramiento, búsqueda e inscripción de nuevas variedades. Puede comercializar su producción de semilla.
    • B – INTRODUCTOR. Es aquel que ingresa al país germoplasma extranjero con fines comerciales. Multiplica los materiales y puede comercializar semillas.
    • E – IDENTIFICADOR. Es aquel que produce y comercializa semilla de clase identificada, de variedades creadas por un criadero (A). Es responsable del contenido del envase frente al usuario por reclamos de calidad e identidad. Puede comercializar su producción de semilla.
    • F – COMERCIANTE EXPENDEDOR. Es aquel que comercializa semilla producida por terceros. No está autorizado a multiplicar semilla ni a rotular.
    • H – PRODUCTOR BAJO CONDICIONES CONTROLADAS. Es aquel que multiplica semilla utilizando procesos de laboratorio o aplicando técnicas especiales que aseguren la sanidad del material o aceleren su germinación. Pueden comercializar su producción.
    • K – VIVERO IDENTIFICADOR. Produce material de propagación agámica (esqueje) o plantines de variedades de un criadero. Puede producir y rotular su producción. Incluye también a aquel que únicamente comercialice variedades de terceros en forma de plantín o esqueje.

    Categoría B, importación de semillas

    Con la nueva categoría B del INASE los bancos extranjeros podrán importar sus semillas con autorización del organismo con el objetivo de registrarlas en el RNC y también poder utilizarlas para fitomejoramiento.

    Categoría E, acuerdo entre empresas y obtentores de genéticas

    Con el objetivo de avanzar en la industria nacional del cannabis medicinal y el cáñamo industrial, las empresas podrán registrarse en la categoría E para realizar acuerdos con obtentores de genéticas nacionales y poder así comercializar sus semillas y esquejes.
