    Tras la renuncia Kulfas pidió que no se abandone la Ley de Cannabis Medicinal y Cáñamo Industrial

    A lo largo de sus 14 páginas el ex ministro repasó algunas de las más de 150 medidas de política industrial, entre las cuales destacó la Ley de Cannabis Medicinal y Cáñamo Industrial.

    Matías Kulfas le presentó este lunes a Alberto Fernández la carta de renuncia con la que hace efectiva su salida como ministro de Desarrollo Productivo. Aún no se ha anunciado cuando asumirá en su reemplazo Daniel Scioli.

    El economista  acompañaba a Alberto Fernández desde antes de que fuera designado candidato presidencial, en el Grupo Callao, y luego se instaló en su comando de campaña. Luego de dos años y medio de gestión dejó su cargo luego de las declaraciones que hiciera contra la vicepresidenta, Cristina Kirchner, sobre los términos de licitación para el gasoducto de Vaca Muerta.

    Tras su paso de despedida por la Casa Rosada, Kulfas dejó su renuncia junto a una carta donde destaca, entre otras medidas impulsadas, la Ley de Cannabis Medicina y Cáñamo Industrial (27669), sobre la que acompañó al presidente en su promulgación el pasado 24 de mayo y de la que aún falta su reglamentación.

    “De este trabajo que movilizó muchísima gente, soñadores de un país que se desarrolle en serio, surgieron numerosas iniciativas. La primera de ellas fue la Ley de Cannabis Medicinal y Cáñamo Industrial, donde sumamos al debate a diputadas que venían trabajando el tema, a sectores productivos de todo el país y de la ciencia y la tecnología”, expresó en la carta el ex ministro en referencia al Consejo Económico y Social donde surgieron ideas para ampliar la matriz productiva del país.

    En relación al futuro de la Ley de Cannabis Medicinal y Cáñamo Industrial, Kulfas precisó: “Esa Ley es una realidad y dejamos todo listo para poner próximamente en marcha la ARICCAME, la Agencia destinada a regular su producción antes de fines de este año”.

    El gobierno siempre tuvo en claro avanzar sobre el tema cannabis. Desde la apertura de sesiones legislativas en 2019, donde Alberto Fernández se refirió al cannabis y al cáñamo como una nueva matriz productiva, hasta la nueva reglamentación en el año 2020 de la ley 27350 con la creación del REPROCANN, dio señales de avance.

    Luego fue el turno del Ministerio de Desarrollo Productivo, cuando en junio de 2021 ante el Consejo Económico y Social, anunció el proyecto ley para dar un marco regulatorio al desarrollo de la industria del cannabis medicinal y del cáñamo industrial. Misma presentación que realizó ante los senadores de las comisiones: Agricultura, Ganadería y Pesca, Presupuesto y Hacienda, y Seguridad Interior y Narcotráfico del Senado.

    “El potencial económico para el desarrollo de la actividad del cannabis medicinal y el cáñamo industrial para el año 2025 se proyecta en 10.000 nuevos empleos, US$500 millones en ventas al mercado interno anuales y US$50 millones de exportación anuales”, estimó en aquella presentación el ex ministro.

    Además la reciente ley contempla la creación Agencia Regulatoria de la Industria del Cáñamo y del Cannabis Medicinal (ARICCAME) para regular, administrar y fiscalizar toda la cadena productiva con autorizaciones. La misma tendrá autarquía técnica, funcional y financiera, y orbitará en el ámbito del Ministerio de Desarrollo Productivo. También participarán del directorio funcionarios designados del Ministerio de Salud, Agricultura, Ciencia y Tecnología y Seguridad.

    Tras la aprobación en el Senado, la media sanción se hizo esperar. En octubre de 2021 el gobierno perdió las elecciones legislativas y con ello la mayoría en ambas cámaras, lo cual dificultó la votación en Diputados. Además el acuerdo con el FMI, acaparó la agenda política.

    Finalmente, luego de consensuar con la oposición tratamientos en comisiones como el cambio de la Boleta de papel por Boleta Única, el oficialismo logro los votos necesarios para aprobar la Ley 27669 para la industrialización del cannabis medicinal y el desarrollo productivo del cáñamo en todos sus usos.

    La incertidumbre queda planteada sobre cuál será el lugar que ocupe cannabis en la agenda del nuevo ministro Daniel Scioli, qué pasará con la reglamentación de la nueva ley y cuándo se conformará la ARICCAME
