    El proyecto piloto durará tres años y se pondrá en marcha en Columbia Británica, la provincia más golpeada por la epidemia de opiáceos. Será tolerado un máximo de 2,5 gramos de sustancia.

    Canadá da un paso importante en materia de drogas duras. Este martes ha entrado en vigor una exención a la ley federal para permitir la posesión para uso personal de pequeñas cantidades de ciertas sustancias en la Columbia Británica. La medida, aprobada por el ministerio de Salud de Canadá y solicitada por el Gobierno de esa provincia, tiene como objetivo privilegiar un enfoque basado en la salud pública y en la reducción de estigmas por encima de uno de corte punitivo.

    Países como Portugal y Estonia ya habían optado por medidas similares. En el caso canadiense, no es casualidad que la puesta en marcha de este proyecto piloto, que tendrá una duración de tres años, se lleve a cabo en la provincia ubicada en la costa del Pacífico. Columbia Británica es considerada el epicentro de la crisis de muertes por sobredosis que golpea al país norteamericano.

    Desde abril de 2016, cuando la provincia declaró el Estado de urgencia sanitaria por este flagelo, más de 11.000 personas han perdido la vida, principalmente por el consumo de opioides. El abuso de drogas es la principal causa de muerte no natural en Columbia Británica.

    De acuerdo con la disposición, los ciudadanos mayores de 18 años podrán poseer para consumo personal un máximo de 2,5 gramos de cocaína, metanfetamina, MDMA y ciertos opiáceos (como heroína, fentanilo y morfina). La policía no podrá confiscar dichas sustancias y los consumidores estarán a resguardo de multas, arrestos o acusaciones. A cambio, recibirán información sobre un abanico de recursos sociosanitarios a su disposición.

    En su último presupuesto, Columbia Británica ha destinado 430 millones de dólares canadienses (unos 320 millones estadounidenses) para luchar durante los próximos tres años contra esta crisis. Asimismo, habrá una campaña de información destinada a la población general y que explica las bases y el concepto de la despenalización.

    El primer ministro canadiense, Justin Trudeau, había señalado en distintos momentos que la despenalización de algunas drogas duras no estaba contemplada.

    No obstante, la cifra de decesos en aumento y los argumentos presentados por Columbia Británica hicieron que Ottawa cambiara de parecer, anunciando el pasado junio la exención que entró en vigor este martes. Una condición que impusieron las autoridades federales fue permitir la posesión de 2,5 gramos en vez de los 4,5 solicitados inicialmente.

    La ciudad de Toronto ha presentado una petición para obtener una autorización similar. Una encuesta efectuada en Canadá por la firma Research Co. el pasado octubre arrojó que el 40% de los consultados apoyaba la idea de despenalizar todas las drogas para uso personal. Un año antes, la opinión era del 33%.
