El extenso informe difundido por el organismo estima que, si las naciones del mundo modifican el estado legal del cultivo de cáñamo, el valor se podría cuadruplicar para 2027.
La Conferencia de las Naciones Unidas sobre Comercio y Desarrollo (UNCTAD), difundió un extenso informe sobre la industria del cáñamo a principios de diciembre del año pasado. El documento del organismo internacional detalla que si las naciones del mundo aclaran la situación legal de la planta podría ser beneficioso para el mercado.
El informe sugiere que el mercado global del cáñamo podría cuadruplicar su valor estimado de 2020, en $4.700 millones de dólares, alcanzando los $18.600 millones de dólares en 2027.
“Las cadenas de valor del cáñamo pueden impulsar el crecimiento en las zonas rurales y contribuir tanto a las industrias manufactureras como a las de procesamiento de alimentos”, asegura el documento del organismo e indica que para lograrlo los países deben tomar medidas específicas.
En las 84 páginas del informe aseguran que es preciso que se aclare el estatus legal del cáñamo como no tóxico “para minimizar los riesgos legales y financieros para los productores”.
“El cultivo de variedades no tóxicas de C. Sativa L. debe permitirse en todos los países, aunque puede requerir un estricto control gubernamental”, señalaron y explicaron que en todo caso se pueden implementar umbrales de THC aumentado en los cultivos “hasta niveles reconocidos científicamente como no tóxicos”.
Así se aumentaría el conjunto de variedades utilizables en las cadenas de producción de cáñamo y a su vez se incrementa la “posibilidad de cultivar cultivares mejor adaptados a condiciones y características ambientales específicas”.
Por otro lado, la abogada y presidenta de Proyecto Cáñamo (PC), Diana Barreneche, opinó sobre el comunicado de la Asamblea General de la ONU sobre las drogas y destacó que se comience a hablar de el cambio en el enfoque con respecto al tema a nivel mundial.
“Se hace un movimiento hacia los derechos humanos y se reconoce lo que ha significado la guerra contra las drogas para las poblaciones vulnerables”, detalla Diana y agrega: “También habla sobre la perspectiva de género y sostenibilidad ambiental”.
Según la presidente de PC, el informe observa las tres convenciones de estupefacientes, precursores y psicotrópicos de la ONU con un “filtro de derechos humanos, a favor del ambiente y las personas”.
“El documento insta a los estados a hacer una efectiva aplicación de las convenciones enfocadas a la persecución del crimen internacional organizado y no a una persecución hacia las personas”, aseguró Barreneche.

El informe de la UNCTAD indica distintas recomendaciones a tener en cuenta con respectos a la información, sostenibilidad e industria. Entre ellas está la transparencia en la industria del cáñamo, sobre datos públicos del cultivo y producción de la planta, como también datos específicos de cada país y valores.
“Deben dedicarse esfuerzos a mejorar el estado actual de la información sobre todos los aspectos de este producto”, asegura el documento y detalla que deben agregarse categorías a cubrir como: Semillas, aceites de semillas, productos de semilla, oleorresinas y aceites esenciales, de cáñamo.
Sostenbilidad
En lo que respecta a las consideraciones ambientales y sociales, los autores del informe aseguran que es necesario ampliar los marcos legales y regulatorios para beneficiar al medioambiente y la industria.
“Para garantizar un sector de cáñamo sostenible a nivel mundial, el cultivo de cáñamo puede ofrecer beneficios ambientales que pueden mitigar los efectos del cambio climático y restaurar ecosistemas saludables”, asegura la UNCTAD y detalla que el cultivo puede “maximizar el uso de la tierra”.
Industria
En cuanto a la industria cañamera, las autoridades afirman en el informe que se debe llevar adelante una estrategia integral sobre el cáñamo debido a que los mercados de la planta son aún pequeños y tienen limitaciones económicas.
“Un enfoque de toda la planta puede significar negocios tanto en el mercado primario como en el secundario”, señala el documento e indica que el cultivo de cáñamo se podría monetizar aún más “mediante la integración de esquemas de créditos de carbono de forma voluntaria”.
