Por medio de la resolución 2198/2022 publicada en el Boletín Oficial, el Instituto Nacional encargado de las cooperativas y mutuales, fundó la mesa de trabajo para incluir a las asociaciones en la ley industrial del cannabis.
El Instituto Nacional de Asociativismo y Economía Social (INAES), encargado de aplicar el régimen legal a las cooperativas y mutuales, estableció una Mesa de Trabajo sobre Cannabis Medicinal y Cáñamo Industrial.
La resolución, publicada el pasado martes en el BO, le concede competencias al INAES para la adecuación de las cooperativas y “de los pequeños productores y productoras en la cadena productiva de plantas de cannabis”.
A su vez, dispone los trámites especiales en las autorizaciones, las tasas sociales para el acceso y apoyos técnicos. Además, dictará las normas que habiliten la inscripción de cooperativas para la producción de plantas de cannabis.
El INASE será el encargado de brindar apoyo técnico, económico y financiero a las entidades como así también la capacitación de directivos y grupos sociales para mejorar la administración y prestación del servicio.
Nueva Mesa de Trabajo
La mesa tendrá como eje central la coordinación de acciones con otros organismos públicos, para implementar marcos y programas comunes de “colaboración que permitan el desarrollo del asociativismo en esta industria”.
Entre las áreas indicadas en la resolución están el Ministerio de Desarrollo Productivo, Ministerio de Salud, Instituto Nacional de Tecnología Industrial (INTI), Instituto Nacional de Tecnología Agropecuaria (INTA).
También se encuentran el Instituto Nacional de Semillas (INASE), Administración Nacional de Medicamentos, Alimentos y Tecnología Médica (ANMAT), Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) y Universidades Nacionales.
Contexto
El pasado 5 de mayo, la Cámara de Diputados de la Nación aprobó el proyecto de ley por el cual se crea el Marco Regulatorio para el Desarrollo de la Industria del Cannabis de uso Medicinal y Cáñamo Industrial.
En la reciente ley industrial, se incluyen a las cooperativas como actores productivos de la nueva industria. La iniciativa del INASE busca generar las condiciones para la incorporación del asociativismo en la cadena de valor del cannabis y el cáñamo.
