    Resistencia a la política de reducción de daños

    A raíz de una campaña, concientizando sobre el consumo de drogas del Municipio de Morón, voces políticas y medios de comunicación hegemónicos atacaron la medida.

    Casi como un anticipo de los debates venideros. En el mismo periodo en el que el Estado nacional recoge la demanda del cannabis medicinal como política pública, voces de la sociedad civil plasman en los discursos la reforma de la Ley de Drogas (1989), financiamiento y cumplimiento de la Ley de Salud Mental (2010) y reglamentación del Plan Integral para el Abordaje de los Consumos Problemáticos (IACOP – 2014).

    Esta tarde el Municipio de Morón, desde su intendente Lucas Ghi hasta el secretario de Salud de Morón Martín Latorraca, tuvieron que salir a explicar la acción realizada con folletos en el marco del Programa de Reducción de Riesgos y Daños asociados al consumo de sustancias psicoactivas legales e ilegales, que lleva adelante la comuna.

    Las imágenes de los volantes se viralizaron a partir de un video que publicó la Dirección de Políticas para Juventudes del municipio, en Instagram. Fue en el contexto del festival La Minga, un evento cultural organizado por el propio gobierno local y que se llevó adelante en el polideportivo Gorki Grana, en el predio del ex centro clandestino de detención Mansión Seré.

    “Si vas a consumir, algunos consejos…”; “Si vas a consumir porro, algunos consejos…”; “Si vas a consumir cocaína/ pastillas, algunos consejos». Es decir no negar el consumo y darle poder de decisión al usuario con mensajes claros y concisos. Sobre el final el folleto brinda una guía de teléfonos a los cual acudir en caso de necesitar ayuda: Sedronar (141) y SAME (107). Además advierte que “si te detienen, tenés derecho a un abogado”, y brinda información sobre qué hacer para ayudar a un amigo si de descompone.

    Rápidamente un sector de la oposición, mayoritariamente de Juntos por el Cambio, salió al cruce bajo el discurso prohibicionista y alineados en el paradigma de la guerra contra las drogas como persecución de usuarios. Los medios de comunicación se hicieron eco rápidamente, recortando la frase inicial “Si vas a consumir, acordate de estos consejos” y  con titulares como: “Polémica por un folleto sobre drogas de la Municipalidad de Morón;  «Tomá poquito para ver cómo reacciona tu cuerpo»; “La Municipalidad de Morón justificó el folleto con consejos para el consumo de drogas”.

    “Acá vemos cómo increíblemente la Municipalidad de Morón está asesorando a jóvenes como drogarse mejor. A la tarde estaremos presentando una denuncia penal a sus autoridades por delitos vinculados a incitación y apología de la droga. Delincuentes que juegan con nuestros hijos”, afirmó el diputado Waldo Wolff.

    Desconocimiento, discurso prohibicionista o simple ventajearía política de la oposición para “pegarle” a un municipio del Frente de Todos, cercano al espacio Nuevo Encuentro. Al final del día desde el Municipio pueden ver “la mitad del vaso lleno”, es que la acción del gobierno local volvió a poner en tema el cambio de paradigma que debe darse sobre los consumos problemáticos. Otra vez, como paso con el caso Puerta 8, es el Estado reconociendo un problema de consumo y alertando sobre su daño.

    La ordenanza 20881 firmada en 2021, por todos los integrantes del Concejo Deliberante de Morón, celebra el acuerdo convenio n°596 entre la Municipalidad y la Asociación de Reducción de daños de la Argentina (ARDA), presidida por Gustavo Eduardo Zbczynsk, con el principal objetivo de animar políticas públicas de drogas basadas en los principios de Reducción de Daños asociado al uso de drogas promoviendo planes de acción que favorezcan una aproximación sanitaria y social. De aquí se desprende la legitimidad del gobierno local para la acción realizada.

    El Programa de Reducción de Riesgos y Daños también encuadra asesorar a los funcionarios y funcionarias y capacitar a los equipos municipales que intervienen en el fenómeno del uso de drogas legales o ilegalizadas. Esto implica desprender que la figura del consumidor “problemático” solo termina siendo tratada por un juez federal o la reclusión en una “granja” de rehabilitación, para abordarla desde un problema sanitario.

    No están de acuerdo con que una persona vaya preso por un porro. Por lo general, si evalúan que no afecta a un tercero, todos están de acuerdo. Se viene dando hace meses, y nadie puso el grito en el cielo, al contrario muchas personas lo apoyan”, cerró el abogado Marcos Torti.
