    General La Madrid: primer municipio autorizado a cultivar cannabis

    «Apruébase el Proyecto de Investigación sobre el cultivo de Cannabis con fines de investigación médica y científica presentado por el Municipio de General La Madrid», señaló la publicación en el Boletín Oficial de la Resolución 891/2021 del Ministerio de Salud de la Nación. Así el municipio bonaerense se convirtió en el primer distrito del país en ser autorizado a plantar y cultivar cannabis con fines medicinales.

    De esta manera, el municipio de General La Madrid, de 10 mil habitantes, podrá poner en marcha el cultivo en el predio dentro del Parque Industrial local, con invernáculo de 10 por 30 metros, que cuenta con doble alambrado olímpico, seguridad personal, cámaras e iluminación necesarias para la producción. La comuna trabajará en el proyecto con la Universidad Nacional de Mar del Plata, la Universidad Nacional de La Plata, el INTA y el Conicet.

    El intendente, Martín Randazzo (Juntos por el Cambio), agradeció en sus redes sociales al presidente Alberto Fernández y a la ministra de Salud Carla Vizzotti: “Después de varios años de lucha, General La Madrid logró la aprobación del Proyecto de Cannabis Medicinal. El Ministerio de Salud de Nación autorizó nuestro proyecto. ¡Gracias a todos los que apoyaron e hicieron posible que este sueño hoy sea una realidad!”.

    Dos actores claves

    Martin Randazzo, nacido en 1971 en General La Madrid, militó en la UCR y en 2015 logró la intendencia por el Frente Cambiemos. Pero su impulso por la política pública de plantar cannabis con fines medicinales, asoma por su título como médico y sus contactos en la casa de estudio donde se recibió, Universidad Nacional de La Plata.

    Fue en 2014 cuando Randazzo fue invitado por Marcelo Morante -profesor de la Facultad de Medicina de la Universidad Nacional de La Plata, experto en dolor y máximo referente en la materia- a participar de una charla sobre el cannabis medicinal que se dictaba en esa casa de estudios. Ambos estuvieron acompañados por el médico canadiense Mark Ware de la Universidad de McGill sobre los usos medicinales del cannabis. Fue allí que el proyecto cobró impulso para terminar siendo el primer municipio habilitado para el cultivo con fines medicinales.

    Desde entonces trabajaron para poder cultivar cannabis en ese municipio dentro de un programa integral de salud, enfocado en el tratamiento del dolor hasta que el Concejo Deliberante resolvió por unanimidad aprobar el cultivo local con fines medicinales.

    Una política pública

    El 30 de junio de 2015 el Concejo Deliberante de General La Madrid “ante la falta de legislación nacional” aprobó por unanimidad el cultivo local dentro de un programa integral de salud, enfocado al tratamiento del dolor: «No hubo grietas, el pueblo de La Madrid dimensionó el tema y se unió. Fuimos pioneros», destacaba el intendente Randazzo, sabiendo o no, pero con la decisión fija en concretar dicha política.

    Un año después de la aprobación de la ley 27.350 (2017), el municipio de La Madrid, solicitó al gobierno nacional la aprobación del Proyecto de Investigación sobre el cultivo de Cannabis con fines de investigación médica y científica, firma que se hizo esperar hasta marzo de 2021, con dos reglamentaciones de la ley nacional y un pedido del presidente Alberto Fernández en la apertura de sesiones de promover “un proyecto que prevé la utilización del cultivo exclusivamente con fines de industrialización para uso medicinal e industrial”, adjudicado al ministerio de Desarrollo Productivo.

    Pero pese a la demora y vaivenes, de la política nacional, el municipio pionero, nunca dejó de trabajar en torno al cannabis, y en 2019, fue el único municipio presente en la Expo Cannabis Argentina, desde el stand de La Rural resaltaron que «la mayoría de los presentes conocían La Madrid, o bien relacionaban el cannabis medicinal con nuestro pueblo ¿dónde podemos firmar para apoyar el proyecto?, era una de las consultas más recurrentes».

    Una de las últimas novedades del municipio, fue que en febrero de este año firmó un convenio con Agrogenética Riojana S.A.P.E.M de cooperación técnica y científica. Será en sentido de provisión de material vegetal y cultivo de cannabis, como también en la producción de sus derivados medicinales. La provincia de La Rioja espera recibir la misma noticia que hoy ya celebra General La Madrid, la aprobación del Ministerio de Salud para el cultivo y concretar los permisos correspondientes ante el Instituto Nacional de Semillas (INASE) y la ANMAT, para concluir con la importación de las semillas.
