Se trata de la autoridad financiera de Guam, una isla que se encuentra en el océano Pacífico y que pertenece al país americano, quien anunció en un comunicado que creará una “plataforma especial que permitirá a los clientes de cannabis la capacidad de compartir datos de sus actividades comerciales diarias, como ventas, inventario y la documentación de licencia requerida”.
“Estamos comprometidos a ampliar nuestra experiencia como asesores financieros confiables a esta nueva industria y a permitir que nuestras empresas locales relacionadas con el cannabis que siguen el proceso y respetan las reglas tengan una oportunidad justa de tener éxito”, dijo el presidente y director ejecutivo del Banco de Guam, Joaquín LG Cook.
Según ha publicado el medio local Guam Daily Post, la isla del Pacífico comenzará antes del inicio de marzo a ofrecer servicios de depósito y préstamo a compañías que cultivan, procesan, dispensan, administran u obtienen ingresos por la venta de productos cannábicos.
De todos modos, las actividades bancarias se realizarán con empresas con licencias aprobadas en Guam y en la vecina isla de Saipán.
Hasta 1898, Guam perteneció al Reino de España, cuando el territorio se perdió durante la guerra hispano-estadounidense. Desde ese momento, la isla es uno de los catorce territorios no incorporados de EEUU.
Si bien tiene casi todas las políticas de una colonia, Guam puede elegir a su propio gobernador y dictar algunas medidas. Una de ellas fue la regulación del cannabis para uso adulto, sancionada en 2019.
La ley permite que las personas mayores de 21 años posean o transfieran hasta 28 gramos, un autocultivo de hasta seis plantas, la producción industrial y el comercio minorista.
Ahora, Guam será el primer lugar de los EEUU que tenga una entidad financiera que acepte las actividades económicas relacionadas al cannabis. Esta es una noticia relevante porque uno de los mayores inconvenientes en la industria de la planta fue la imposibilidad de operar con bancos tradicionales porque se rigen bajo leyes federales.
Si bien varios estados han regulado el cannabis, en el ámbito nacional el cannabis sigue siendo una sustancia prohibida. Por eso, la apuesta de Guam es toda una osadía y habrá que seguir de cerca el asunto para ver cómo responden las autoridades financieras estadounidenses.
